The British and Irish Association of Law Librarians (BIALL) was formed in 1969. It is an independent and self-supporting body that was created to represent the interests of legal information professionals, documentalists and other suppliers of legal literature and reference materials in the United Kingdom and the Republic of Ireland.
Penny was on the BIALL Web Committee for about 5 years first as the web site editor and then as the email forum list owner. Bailey Solutions developed the current functionality on the BIALL web site and Penny developed and supports BIALL's membership database. Penny was winner of the BIALL ? Lexis Nexis Butterworths Awards for Excellence 2006 with Brian Thomas for Best Use of Technology in a Library Project ? for the BIALL web site.

Penny Bailey qualified as a Chartered Librarian in 1986. Since March 2009 Penny has been on the committee of The Commercial, Legal and Scientific Information Group, holding various roles and she is currently Hon. Treasurer.
